I would like to buy a butterfly knife. How can i purchase one through ebay if it is illegal to send them through the USPS?

Well, first of all, EBay doesn’t sell anything, they just enable a private seller and a private buyer to connect with each other, that’s all.
I cannot imagine why it would be illegal to send a knife through the mail, but, if it is, then just use UPS or Fedex or some other method of shipping.

Try local pickup, or through a company other than USPS.
Here is the reference for butterfly knives being illegal to send via USPS, btw butterfly knives are illegal in California and Mass, so don’t purchase them if you are living there:
